There's a couple of things you can do....

Option 1...
Copy the entire image into a new layer, desaturate that layer, invert it
to 
a BW negative and then change the blending mode to overlay.

Or...

Option 2...
Click on Image > Ajustment > Shadow & Highlights.
Play with th esliders to pull out detail in the foreground while retaining

the excellent sky.

Looks like you had a day out on the North Norfolk coast...
I took these last week between Snettisham and Heacham... Whereabouts were
