Unfortunately I don't have a copy so out of interest I looked on the DC
Mag 
website.  Nothing.  I'd have thought that, with the way things are at the 
moment, they'd have at least put the law article up immediately on the 
website, but no.  It looks like they're wanting folk to buy the back issue

instead.  I looked at the sirimo site but it seems to be quite out of
date, 
so it's anyones guess whether the info therein is still good.
