That is probably a more common use of the term "camera plane" as opposed 
to "focal plane", "film plane" etc.  But if it is 3D graphics I'd expect 
the author to have a bit more clue about basic geometry.  Maybe it's 
actually reasonable in context - perhaps he said something like 
"consider the view from above" ... still seems poorly written though.
