RAW file is another graphic format(s) (I say THEY because it isn't united
yet) which has nothing to do with TV effect

TV Effect sounds like either Plug-In or technique to create the horizontal
lines.  Yes, there are tons of plug-ins and actions to do the TV effect
trick.
