I took a non-animated favicon and edited it.  I use GIMP

Just make multiple layers, with each layer being a frame in the
animation.  You can specify the length/time of each frame by
naming the layers with milliseconds in brackets.  When you save
it as a gif, make sure you choose save as animation.  It's all
here for making animated gifs.

Icon files are just 16x16px gif files named .ico instead of .gif.
