Nothing inside the Van Allen belt is "outer space".  The ISS is
barely 'space', *way* less than an earth radius above the surface!

I'd argue "outer space" is where the interstellar medium is ---
i.e. outside the heliosphere, outside the solar wind.  The Voyagers
are just reaching the inner edge of the transition zone.
