It  means to poke fun at someone - to embarrass them perhaps .  In the
Australian vernacular it
usually means that it is done lightheartedly probably between friends.

Originally English rhyming slang - to take the mickey bliss - the piss.

So  your comment does not really stand up here ,   because  Douglass has
no friends and is full of
piss (and wind).
