Some people prefer not to use bloated software that risks exposing them 
to security vulnerabilities and runs like a fly through treacle, and 
some use minority operating systems that can't run it anyway.  While 
this isn't necessarily true of Flash, why limit your potential audience 
when all you want to do is display JPEGs on a web page?
