I hope someone can help me?

I am new to large format photography and I am using a graflex 4x5 camera. 
The film I am using is Ilford 100.  I process the film in a tray using
D-76 
1:1 for 13 min and I never stop rocking the tray, in addition I pull the 
bottom negitive and place it on the top and  the negatives come out too 
light. What am I doing wrong?
I never stop rocking the tray.

Now if I set the light meter to 50 ASA everything turns out fine. This
can't 
be right. Also,  I use the same meter with my hasselblad and everything 
turns out fine.

HELP!
