yes, the Casio P&S's have -2 to +2.
The Kodak P850 has a powerful flash, if set to +1 it's like a real
flash.
How far/close to/from the subject do you expect to stand?

in low indoors light, the flash on a P&S does help, and you can set it
to 'soft'.
