Edmund has about the widest selection of C-mount bits, but I don't
recall anything like that. You could use one of their lens mounts and
tape over the hole, but they're $33/each.
If you just want a push-in dust cap, somebody makes those throwaway
plastic plug dust caps they put like on the end of plumbing pipe threads
and refrigeration tubing, but I don't recall the mfr. Search for
"plastic pipe caps" at mcmaster.com, etc.
A 25mm filter thread snap lens cap might be close enough to work:

These would fit a female M25.0x0.75 thread, while C-mount (1"-32) in
metric terms would be just slightly larger at M25.4x0.79.
I could machine for you some proper knurled Delrin specimens for an
