The ICAO system to be used corresponds with the US pass****t requirements
and
at last renewal in spring 2007 ( by my wife) there was no software at the
photo studio to certify the image as being suitable they relyed upon the 
measurements contained at 
http://www.ips.gov.uk/pass****t/downloads/Photographers-guide-to-pass****t-photos-edited.pdf
 there are companies offering complaince software
 e.g. http://www.omniperception.com/products/affinity/afit
 but its probably best to check with the pass****t office for an approved 
list.
