Using the guidance that comes with a pass****t application, it's easy 
using Photoshop to get the images the correct size.  Because the 
guidance also says that home printed images are not acceptable (though I 
doubt they could tell with a decent printer) I had to make sure the 
print came out the right size when done 'professionally'.  I did 
pictures for three people in one go, making a composite image of them 
and sized for 5x7 paper.  I put a 5x7 frame round the whole image and 
made sure that the printer (high street shop where I've discovered the 
operator has a brain) knew to use that for calibration.  Came out 
exactly right.
