I'd have thought that someone who runs a sci.comp group should be
able to set up his own server to run a private newsgroup or web
forum - a spare PC running free software on a broadband connection
would be enough in the early stages, switching to a co-located server as
traffic increased. Not that I think your traffic is ever going to
increase much, unless you find a better potential user base than you
appear to have ATM. Who exactly is supposed to need this service?

The public at large will probably continue to use Google Groups
because they don't know that the Internet does anything apart from HTTP
and SMTP/POP, those with more of a clue will continue to use NNTP and
other protocols and software that are better suited to the job at hand.
