Technically if the park has gates it is private property and the park 
can make  it's own rules on photography BUT I doubt the Jobsworth had 
the authority to make up the rules. I would have photographed the 
Jobsworth and then gone to the local paper with the story.

BTW "come back when the park is closed"??? The only people who would be 
in there then would be trespassers....
